CONSTRUCTII ILEGALE IN ARII PROTEJATE 

In parcurile nationale si naturale din Romania presiunile antropice sunt in continua crestere. Dintre acestea, cele determinate de constructiile ilegale si investitii ridica probleme serioase, in cele mai multe cazuri legate de extinderea necontrolata, haotica a infrastructurii turistice in aceste arii protejate.
Constructii ilegale exista atat in zonele tampon, cat si in zonele de conservare speciala, determinand, in mod direct sau indirect, scaderea biodiversitatii prin distrugerea unor habitate si implicit a unor specii de flora si fauna.
La diferitele sesizari, in unele cazuri Agentiile de Protectie a Mediului au interzis lucrarile, in alte cazuri au plasat responsabilitatea administratiei parcurilor.

Cine are, de fapt, puterea de a opri asemenea investitii?
Care este baza legala care le interzice si cum este ea perceputa de factorii implicati? In ce masura isi pot exercita puterea, in asemenea cazuri, administratiile de parcuri?

From time to time, urbanization tends to escape the city and take over the national and natural parks of Romania. The building of illegal constructions within the protected areas, in order to extend the tourism in the area, has a devastating influence on the natural environment, on the long term – the diminution of the biodiversity, by the disappearance of some habitats, and implicitly, some flora and fauna species.
In some similar cases, the Agencies for the Protection on the Natural Environment have managed to stop the constructions, and in some other case, they just gave up the responsibility of the park administration.

Who has the power to stop this kind of investments?
How is the law seen and interpreted by the parties involved?
Can the park administrations exercise their power?
