DREPTURILE SI INDATORIRILE PROPRIETARILOR DE TERENURI DIN PARCURILE NATIONALE 

Conform statisticilor RNP, in 2005 in structura de proprietate a parcurilor nationale si naturale din Romania predomina, ca proprietar, statul roman cu 78%, urmat de primarii cu 11%, restul de 11% fiind detinut de persoane fizice, obsti si scoli. Aparitia Legii nr. 247/2005 privind reforma in domeniile proprietatii si justitiei, si alte masuri adiacente au modificat complet aceasta situatie incepand din 2006, de cand predomina proprietatea privata si cele mai multe parcuri nationale pot suferi modificari majore.
Acest lucru poate deveni amenintarea principala a ariilor naturale protejate daca nu se vor lua masuri la nivel national pentru acordarea de subventii proprietarilor
ce detin terenuri in arii naturale protejate.

RIGHTS AND OBLIGATIONS OF THE OWNERS OF PROTECTED AREAS

According to the census of the RNP, in 2005 approximately 78% of the national parks and protected areas were state-owned, 11% belonged to local authorities and the remaining 11% to individuals, associations, schools etc.
The Law no. 247/2005 regarding the reform in the field of property and justice, along with other measures, changed the situation completely already in 2006, bringing the private ownership predominance. Without taking appropriate measures at the national level, including also subsidies for the land owners, the protected areas might be endangered considerably.
We will discuss about what could be done to encourage the owners to protect their land, getting also the Czech perspective on the matter.
